environmental implementation
Thursday, 16 October 2025

Effective policy delivery is one of the most important environmental challenges of today. Too often, implementation is treated as a secondary afterthought. To overcome this inefficiency, the Environmental Policy Implementation Community (EPIC) at the Institution of Environmental Sciences (IES) has launched a powerful new resource: Environmental Implementation: A Guide for Local Authorities. Andy Bray, Capacity Building and Professional Learning Manager at the Centre for Implementation Research UL (CIRcUL), played a key role in this report as a contributor, bringing his expertise to the development of this essential guidance. Andy has also recently joined the EPIC Committee, helping shape the future of environmental policy implementation. This guide sets out an implementation process that local teams can use to help structure their approaches to implementation. It has four phases: Explore, Prepare, Deliver and Sustain. It includes guidance on strategies to overcome key barriers, practical tools such as implementation checklists and template plans, and insights from implementation science on how to make environmental change sustainable over time. Read the guide and learn more about EPIC and IES
